This image is being linked here. Though the picture is subject to copyright, it is believed that it is covered by the U.S. fair use laws because:

• it is a low-resolution screenshot from a television series,
• it does not limit the copyright owners' rights to sell the wider copyrighted work in any way,
• it provides an illustration of a scene in the original series which was subject to sexual censorship in the dubbed series, and is to be used solely for this purpose.

However, using copywronged content for the purpose of making a parody is usually legal in the US. For example:
